高校实验室安全监督管理机制的构建

Construction of Safety Supervision and Management Mechanism for Laboratories in Colleges

针对不同类型的实验室安全风险源及其运行机制,从实验室安全监督管理事前、事中、事后3个不同阶段,研究由高校实验室、实验室管理部门、安全主管部门等多方共同参与的安全监督管理机制,构建了高校实验室安全监督管理体系、安全监督管理模型以及安全监督管理标准规范。通过明确实验室安全监督管理中各部门的权责,激发安全监管动力,实现实验室安全事前、事中、事后的全流程规范化、标准化、高效率、低风险的安全监督管理。

Based on different types of safety risk sources and laboratory operating mechanism, from the beforehand, during, afterwards three different stages of laboratory safety supervision and management, this paper studies the safety supervision and management mechanism involving multi-agents, such as university laboratories, laboratory management and safety authorities. Moreover, it constructs a safety supervision and management system, safety supervision and management model and safety supervision and management standards for laboratory in colleges and universities. By clarifying the responsibilities of various departments in laboratory safety supervision and management and stimulating motivation of safety supervision, this paper realizes the whole process of laboratory safety standardized, high efficiency and low risk supervision and management.
