浅谈如何开展工业园区突发环境事件应急演练

Discussion on How to Carry out Industrial Park Environmental Emergency Drills

近年来,工业园区突发环境事件高发频发,危及公众生命、健康和财产安全,威胁生态环境,为有效应对和妥善处置突发环境事件,法律规定政府部门和企事业单位应当加强突发环境事件应急演练工作。针对目前国内突发环境事件应急演练存在的问题及工业园区突发环境事件发生的特点和高危性,以环保部举办、青海省环境保护厅承办的工业园区有毒有害气体环境预警体系应急演练为例,提出了工业园区突发环境事件应急演练的思路。

In recent years, sudden environmental incidents in industrial parks have become more and more frequent, endangering the public’s life, health, and property safety, and threatening the ecological environment. In order to effectively respond to and properly deal with environmental emergencies, the law stipulates that government agencies, enterprises and institutions should strengthen the emergency dirlls of environmental emergencies. In this paper, aiming at the existing problems in the emergency drills for environmental incidents in the country and the characteristics and high-risk nature of emergency environmental incidents in industrial parks, the emergency drill system for toxic and hazardous gas environments in industrial parks organized by the Ministry of Environmental Protection and undertaken by the Environmental Protection Department of Qinghai Province is taken as example, put forward the idea of emergency environmental emergency drills in industrial parks.
