摘要 通过构建事业性质的研发机构和市场化运作的研发机构共生互动的Logistic演化模型,计算得出该模型的均衡点,并进一步探寻了符合现实情景的稳定性条件。研究发现,与事业性质的研发机构相比,市场化运作的研发机构产出贡献相对较小;同时,市场化运作的研发机构从事业性质的研发机构产出所获得的效益大于其自身产出规模的增长。研究对探寻事业性质的研发机构和市场化运作的研发机构两者之间的关系提供了新的理论视角和方法,为政府制定共性技术研发政策,提升我国核心科技竞争力提供了决策参考。 This paper builds the Logistic evolution model of the symbiotic interaction between the government-affiliated R&D institutesand the market-oriented R&D institutes, calculates the equilibrium point of the symbiotic evolution model, and further explores the stability conditions that are consistent with the actual situation.The study found that, compared with government-affiliated R&D institutes, the output contribution of market-oriented R&D institutes is relatively small;at the same time, the benefits of market-oriented R&D institutes from the output of government-affiliated R&D institutes are greater than their own output increase. This study provides a new theoretical perspective and method for exploring the relationship between government-affiliated R&D institutes and market-oriented R&D institutes. It provides a decision-making reference for the government to formulate generic technology R&D policies and enhance China s core scientific and technological competitiveness.
