摘要
从绿色经济发展、绿色环境状况、政府扶持力度3个方面构建中国区域绿色发展绩效测度指标体系,采取主成分分析法对2012—2016年中国285个地区的绿色发展绩效进行综合评价,并运用自然断裂点法和Moran’s I指数法对中国区域绿色发展绩效的时空演变特征进行分析。结果表明,中国绿色发展绩效较高的地区主要集中在环渤海地区、山东半岛、长三角和珠三角等经济较为发达的城市群地区,以及生态环境相对较好的欠发达地区,在空间分布上大致呈现从东向西绿色发展绩效逐渐降低的特征。Moran’s I指数测算结果表明,中国区域的绿色发展绩效在空间上呈现一定的集聚效应。根据对中国区域绿色发展的绩效测度分析,提出了因地制宜制定政策,推进区域绿色联动的对策建议。
This paper constructs anevaluationindex system for China s regional green development performance from the perspective of green economy development, green environmental conditions, and government support efforts. It adopts a principal component analysis approach to comprehensively evaluate the green development performance of 285 prefecture-level cities in China from 2012 to 2016, and usesthe natural fracture point method and Moran s I index method to analyze the spatial-temporal evolution characteristics of China s regional green development performance. The results show that the regions with high green development performance is mainly concentrated in the more economically developed cities inthe Bohai Bay area, Shandong Peninsula, the Yangtze River Delta and the Pearl River Delta,and the less developed regions with better ecological environment.The spatial distribution generally shows the gradual decrease in the development performance from the east to the west. The Moran s I index calculation results show that the green development performance of the regions in China shows clear agglomeration effect in space.Based on the analysis of the performance of China s regional green development, the paper puts forward the countermeasures and suggestions on how to formulate policies according to local conditions and promote green regional linkages.
