承包商在FIDIC合同条件下的变更工作思路与实施要点

Variation work thoughts and implementation points of contractors under FIDIC contract conditions

变更管理低效是国内承包商在国际工程项目实施过程中的主要短板之一,为促进变更管理水平和变更工作质量提升,基于FIDIC合同条件中变更分类、责任承担/利益分享机制,分别从主动变更和被动变更两方面分析承包商变更应用要点。并以东欧黑山南北高速公路项目线路改移变更为案例,分析将工程量变化引起的变更成功转化为价值工程运用的方法,进一步总结提出承包商在FIDIC合同条件下的变更工作思路建议和实施要点。

Poor variation management is one of the main shortcomings of domestic contractors in implementing the international projects, in order to promote the variation management level and improve the variation work quality, based on the summary of variation classification, liability/interest share in FIDIC contract conditions, the variation application points of contractor are analyzed from active variation and passive variation respectively. Taking the route variation of the North-South Expressway Project in Montenegro, eastern Europe as an example, through analyzing the method of transforming the variation caused by engineering quantity into the application of value engineering successfully, the suggestions of variation work thoughts and implementation points of contractors under FIDIC contract conditions were further summarized and put forward.
