农村失独家庭社会救助研究——以山东省为例

On Social Assistance for the Rural “Shidu” Families: A Case Study of Shandong Province

农村失独家庭是计划生育家庭中的特殊群体,他们的家庭发展能力相对较弱,其社会救助是整个社会救助工作的重中之重。基于以往失独家庭社会救助研究文献,以及山东省计划生育协会课题"低保计划生育家庭生存状况、问题与对策"的数据资料,采用实证研究中的质性研究方法,可以分析出山东省农村失独家庭的基本情况、社会救助存在的问题以及他们的社会诉求。政府及相关组织可以从提高失独家庭社会救助水平的针对性、建立和完善计划生育社会工作者队伍、充实失独家庭社会救助内容等方面提高救助水平。

Rural “shidu”families are special groups in family planning families. Their family development ability is relatively weak. It can be said that social assistance in rural “shidu”families is the top priority of social assistance. Based on the data of the “Family Living Conditions, Problems and Countermeasures of Family Planning for the Low-income Family Planning” of Shandong Province Family Planning Association, using qualitative research methods in empirical research, this study first reviews the research literature on social assistance in the past, then analyzes the basic situation of rural “shidu”families in Shandong, the problems of social assistance and their requirements of the society. It puts forward some countermeasures such as improving the target level of social assistance for the “shidu” families, establishing and perfecting the team of family planning social workers, and enriching the content of social assistance for “shidu” families.
