中小企业科技创新驱动的服务平台建设研究——以青岛市中小企业科技创新发展现状为例

Research on the Construction of Service Platform Driven by Science and Technology Innovation in Small and Medium-sized Enterprises——Taking the Scientific Innovation Development Status of Small and Medium-sized Enterprises in Qingdao as an Example

快速发展的中小企业,对推动经济发展、促进科技创新、调整经济结构、缓解就业压力发挥了重要作用。而中小企业发展的关键性问题,是中小企业创新驱动的服务平台建设和应用。当前,青岛市中小企业对于科技情报的重要性认识不足、重视不够,科技创新还具有很大程度的盲目性和经验性。现有信息服务平台、产学研融合服务平台也不能很好地满足中小企业科技创新需求。这不仅影响着高等学校、科研院所等服务机构的信息有效输出,更严重制约中小企业科技创新步伐。因此,必须尝试以政府、大学、科研院所、中介机构、企业广泛合作的方式建立科技情报服务系统,加强中小企业科技文献服务平台、科技情报服务平台、专利分析服务平台、校企合作创新服务平台建设,助推中小企业科技创新。

Small and medium-sized enterprises play an important role in boosting economic development,promoting scientific and technological innovation,adjusting economic structure and easing the employment pressure in China.The key issue of the development of small and medium-sized enterprises lies in the construction and application of the service platform that can drive the innovation of small and medium-sized enterprises.Currently,a lot of small and medium-sized enterprises in Qingdao undervalued the importance of the scientific and technical information and their own scientific innovation is based on blindness and empirical experience.This not only influences the effective information output of colleges and scientific institutions but also hinders the scientific and technical innovation pace of small and medium-sized enterprises.As a result,it is a must to set up scientific information service system by broad cooperation between the government,universities,scientific institutions and enterprises.Constructions of literature service platforms for small and medium-sized enterprises,scientific information service platforms,patent analysis platforms,school-enterprise innovation service platforms are needed to promote the scientific and technical innovation of small and medium-sized enterprises.
