乡村振兴战略视域下美丽乡村建设对策研究——以四川革命老区D市为例

The Measures of Beautiful Village Construction from the Perspective of Rural Revitalization Strategy——A case study of District D in Sichuan Old Revolutionary Area

党的十八大以来,美丽乡村建设在全国各地取得一定成就,比如认真落实乡村振兴战略决策部署,有序开展美丽乡村示范村建设工作;大力推进农村基层党组织建设,初步形成"一核三治"乡村治理格局;积极开展村庄整治建设工作,人居环境得到明显改善;注重农业产业融合发展,现代农业产业体系建设初见成效;农村发展活力持续增强,脱贫攻坚取得阶段性成效;乡村振兴人才保障机制初步建立;注重乡村文化建设,着力打造乡村旅游文化等。但在美丽乡村建设过程中也存在一些问题,就四川革命老区D市而言,主要体现在以下几个方面:认识不到位,创建措施不力,乡村治理体系和治理能力迫切需要强化;基础设施建设仍然滞后,农村人居环境急待改善;农村一二三产业融合发展深度不够,农业现代化水平不高;乡村文化开发利用不够,未形成系列文化产业品牌;乡村人才极为匮乏;农村土地权益关系困局亟待破解,土地经营权抵押贷款难以推行;乡村建设资金严重短缺,资金来源渠道单一等。美丽乡村建设是乡村振兴战略的一个维度,为了使美丽乡村建设内容更具体,建设方案更具有可操作性,各地可结合实际采取的对策是:加强党的领导,强化宣传引导,深化思想认识,纠正认识偏差,抓好督促检查,强化成果运用;按照"乡风文明"要求,塑造乡村新风貌;抓好以道路网络建设为重点的农村基础设施建设,集中开展农村生活垃圾、污水和厕所等的治理,建立健全乡村环境治理长效机制,营造生态宜居的乡村发展新环境;加快实现"互联网+"现代农业行动,建立有机农产品物流体系与科技支撑体系,以三产融合催生乡村发展新业态,提升农业现代化水平;培植特色产业,大力发展特色农业、休闲观光、阳光康养、生态旅游、文化创意等类型的特色镇、特色村,发挥农业观光功能、体验功能和文化功能,加快农旅融合;繁荣乡村文化,打造文化产业品牌;建立健全人才流向乡村机制,培养乡村建设人才;盘活闲置土地,加快建立农村用地保障机制;统筹整合涉农资金,建立健全美丽乡村建设资金投入体制机制,确保美丽乡村建设取得实效。

Some achievements of beautiful village construction have been made all around the country since the 18th National Congress of the Communist Party of China.The achievements include the implementation of rural revitalization strategy and the construction of demonstrative villages,vigorous promotion of the construction of rural grass-roots Party organizations and the formative of“One-Core and Three-Governing”,the improvement of living environment via the renovation of villages,the effects of modern agriculture industry systems,the good effects of poverty alleviation with the vigorous village development,the establishment of talents guarantee mechanism,and the cultivation of village cultures for tourism.However,there are some problems needing to be solved.As far as District D in Sichuan Old Revolutionary Area is concerned,there are such problems as unclear ideological understanding,powerless measures of construction,incapable governing,inadequate investment of funds,slower progress of infrastructure construction and poor rural living conditions etc.Beautiful village construction is an aspect of countryside development.For a more specific contents and more operative plan of development,the following countermeasures can be taken according to the actualities.First,all the local governments should deepen their understanding,strengthen publicity,implement strict supervision,make thoughts clear,and highlight focal points.Second,Party organizations of all levels should persist in their leadership and forge a new circumstance of civilized village customs.Third,the roads and network should be constructed better and the three industries are integrated for a new industrialization.Fourth,the idea of ecologically adaptable living makes a new environment in the countryside.Fifth,the industries with special characteristics should be developed as quickly as possible,particularly the agriculture and tourism should be fastened together.Sixth,the village culture brands should be forged for prosperous village culture.Seventh,the four types of forces should be paid more attention to and the mechanism of introducing talents into village should be constructed.Eighth,the system of rural land guarantee should be established faster to make use of idle land.Ninth,the agriculture-related funds should be well arranged and the system of investment in developing beautiful village should be built up in order to achieve an actual effect.
