摘要
为了解决扶贫产业荒废、创业组合体面临解散等问题,在资源统筹系统下,基于合作博弈理论、协同学和共生理论,提出了一种"科技产业-扶贫创业"协同共生模型,研究了科技扶贫产业资源投入优化与产业协同单元稳定共存的机理。引用国家级深度贫困县柞水,在创建国家科技创新驱动示范县过程中的具体数据为基础,应用BP神经网络-Matlab算法验证了模型稳定存在的条件。结果表明,通过灵活调整资源投入的分配状态系数大小,能协调科技扶贫产业各主体单元的资源投入责任和受益标准,使得协同共生模型不会解体,资源投入不会断裂而荒废,促使经济困难地区的扶贫产业健康持续发展。
To solve the problems such as poverty alleviation industry waste,start-ups'dissolution and so on,based on cooperative game theory,synergetics and symbiosis theory,the technology industrypoverty alleviation synergistic and symbiosis model was proposed,which mainly studied the mechanism of the science and technology resources investment optimization and synergistic units'stable coexistence.With the concrete data collected in the process of foundation of national science and technology innovation-driven demonstration county Zhashui,which was also a national povertystriken county,the conditions for the stable model was tested with BP neural network and Matlab.The study found that with the flexible adjustment of resources allocation coefficient,industry main bodies'resources allocation responsibility and benefit standards could be coordinated.Then the synergistic and symbiosis model will not dissolve and resources will not be wasted for lack of continuous investment,which prompts the healthy envelopment of poverty alleviation industry in those areas of financial difficulties.
