建设项目经济评价中的问题及其对策

On Problems and Countermeasures in Economic Evaluation of Construction Project

经济评价是建设项目前期工作的重要内容,是保障建设项目科学决策的重要方法,具有主客观相结合、高度策划性、全面性和责任性等特征。目前我国建设项目经济评价方面还普遍存在着受先入为主观念影响评价不够客观、评价人员稀缺且水平不高、评价基础数据准备欠缺、评价忽视不确定因素与风险分析、评价投入不足等问题。对此,在进行经济评价时应该改变观念科学开展评价工作,同时要不断提高项目经济评价人员的综合能力,做好评价基础数据准备工作,加强对不确定性分析和风险分析,加大评价经费投入以保障评价的客观、科学、公正。

Economic evaluation is an important prior work of construction project,and an important method for guaranteeing scientific decision of construction project.It has features of integration of subject and object,high planning,completeness and responsibility.At present,there exist problems such as subjective evaluation,lack of evaluation experts,insufficient preparation before evaluation,ignorance of uncertain factors and risk analysis,insufficient evaluation investment.Therefore,when conducting economic evaluation,concept should be changed and scientific evaluation should be proposed,meanwhile the comprehensive competence of evaluation experts should constantly improved,the preparation work before evaluation should be done well,pay more attention to uncertain factors and risk analysis,strengthen the evaluation investment to guarantee the reliability of evaluation.
