摘要 目前编制管理的不足突出表现为缺编现象严重,编外用工普遍,医院用人缺乏自主权。本文介绍了去编制背景下,各地公立医院对未来编制管理改革模式的探索,指出编制备案制逐渐成为编制管理改革的一种主要模式。但编制管理改革是一项系统性工程,需要站在全局的高度统筹规划,也需要多部门的协作来完善与编制管理改革相关的配套措施。 The current lack of management is highlighted by the fact that the phenomenon of lack of editing is serious,the employment of non-staff is widespread,and the lack of autonomy for hospital users.This paper introduces the exploration of the future reform management model of public hospitals in various contexts,and points out that the preparation and preparation of the case system has gradually become a major mode of management reform.However,the preparation of management reform is a systematic project.It needs to be integrated and planned at a high level.It also requires multi-sectoral collaboration to improve supporting measures related to the preparation of management reform.
