Terminate Departmental Interest through Reform: A Case Study on the Reform Practice of Yinchuan Administrative Examination and Approval Bureau

深化行政审批改革,规范审批权力、优化审批程序、精简审批要件是必要的战术,排除导致审批权力、程序、要件诸多不合理甚至不合法问题部门利益的藩篱是必须的战略。面对推进改革遭遇的深层阻碍,行政审批改革深化之极在于突破部门利益的藩篱,行政审批改革深化之要在于提防部门利益的裹挟,行政审批改革深化之力在于捣毁部门利益的生效机制。

Deepening the reform of administrative examination and approval, standardizing the exam? ination and approval authority, optimizing examination and approval procedures and simplifying examination and approval elements are necessary tactics;while eliminating barriers of departmental interest which make the examination and approval authority, procedures and elements unreasonable and even unlawful is a necessary strategy. In face of in-depth obstacles to the reform, the most important task of deepening the reform is to break through the barriers of departmental interest;the key to deepening the reform is to remain aware of being coerced by departmental interest;the strength of deepening the reform is to destroy the mechanism that generates departmental interest.
