On Framework and Key Points of Industrial Governance for Self-driving Cars

自动驾驶汽车是未来汽车发展的主要方向。自动驾驶汽车推动了技术革新、产业升级和社会发展,同时也对产业治理带来新的挑战。为了推动自动驾驶汽车产业发展,政府应当积极履行产业治理职能。一方面要实施符合产业需求的产业政策,为产业发展创造基础条件;另一方面要履行市场监管职能,预防和处理自动驾驶可能带来的经济社会问题。在此基础上,面对我国自动驾驶汽车产业治理的碎片化问题,要实施整体性治理,建立协调机制。

Being the main direction of future automobile development, self 一 driving cars have boosted technological innovation, industrial upgrade and social progress, and meanwhile posed new chai? lenges to industrial governance. To promote the development of self-driving car industry, governments should actively fulfill their function of industrial governance. On the one hand , they shall implement industrial policies that conform to industrial demands so as to create basic conditions for industrial development. On the other hand, they shall perform their function of market regulation, prevent and deal with possible economic and social problems arising from self-driving. On this basis, facing the fragmentization problem existing in the industrial governance of self-driving cars in China, they shall establish a coordination mechanism in a holistic view.
