高速公路路衍经济开发与政策建议

Development and Policy Suggestions of Expressway Derived Economy

为提高高速公路综合开发效益,促进高速公路行业健康可持续发展,采用文献资料搜集、实地调研等方法开展研究。首先,分析了高速公路路衍经济开发内涵与分类、开发意义。然后,提出了路衍经济开发总体思路,根据实施地点或内容(高速公路及沿线设施,服务区、收费站、互通区等,后市场业务开发)的不同,将高速公路路衍经济业务划分为六大方向:综合商体、能源业务、交通物流、文化旅游、智慧交通及其他业务。最后,提出了政策建议:高速公路经营企业可根据各类路衍经济业务开发内容,并结合各条高速公路项目特点、沿线各地需求等因素实施具体开发;政府需要在高速公路与旅游融合发展、高速公路与物流融合发展、智慧服务区建设、ETC推广、广告开发等方面营造良好的政策环境。

In order to improve the comprehensive development benefit of expressway and promote the healthy and sustainable development of expressway industry,the literature collection method and field research method were used.Firstly,the connotation,classification and significance of expressway derived economy were analyzed.Then the general idea of expressway derived economy was put forward. According to the different implementation places and contents (expressway and facilities along the line, service area,toll station,interchange area,post- market business development),expressway derived economy business can be divided into six directions: comprehensive commercial area,energy business, transportation logistics,cultural tourism,intelligent transportation and other businesses.Finally,the suggestions were put forward: expressway management enterprises could carry out specific development according to the development contents of various expressway derived economy,combining with the characteristics of each expressway project and the needs of various places along the expressway;the government needed to create a good policy environment for the integration of expressway and tourism, the integration of expressway and logistics,intelligent service area construction,ETC promotion, advertisement development,and so on.
