An Analysis of the Measurement of Urban and Rural Integration Development Level and Its Influencing Factors

我国城乡一体化的发展水平与空间要素、经济发展、社会发展、生态环境等因素高度相关,与文化教育和政策制度因素显著相关,影响我国城乡一体化发展水平的关键因素是社会发展一体化水平。提升城乡一体化需要从空间、经济、社会、文化、生态、制度等六个方面加强措施:一是合理调控城乡空间结构,促进城乡空间一体化;二是推进城乡要素平等交换,推进城乡经济一体化发展;三是促进城乡公共服务均等化,推动城乡社会一体化发展;四是营造城乡交流的文化氛围,促进城乡文化一体化;五是确保生态环境可持续发展,实现城乡生态环境一体化;六是构建城乡一体化的制度体系,驱动城乡一体化发展。

The development level of urban-rural integration in China is highly correlated with such factors as spatial elements,economic development,social development,and ecological environment,and is also significantly related to cultural education and policy institutional factors. To improve urban-rural integration,measures should be strengthened in six aspects of space,economy,society,culture,ecology,and system by regulating urban and rural spatial structure rationally,promoting equal exchange of urban and rural element as well as their economic integration,developing the equalization of urban and rural public services and creating a cultural atmosphere for urban and rural exchanges,and ensuring the sustainable development of the ecological environment in order to achieve the integration of urban and rural ecological environment with the ultimate goal of construing an institutional system for urban and rural integration.
