东北亚区域合作活跃背景下推动中韩区域合作对接的路径选择

Path Selection of Promoting China-South Korea Cooperation under the Background of Northeast Asian Regional Cooperation

自2018年以来,东北亚地区多数国家间的双边安全关系改善为东北亚区域合作注入新动力,带来新机遇。中韩两国作为推动东北亚区域合作与共同繁荣的重要力量,双方进一步对接发展战略并加强具体合作,对于进一步提升中韩互信,促进东北亚区域合作具有重要意义。本文从韩国主要对外经济政策,中韩区域合作对接的可行性以及中韩区域合作对接的选择路径三方面进行了研究分析,提出关于推动中韩区域合作政策对接,互利合作优化升级的五点建议。东北亚区域经济合作环境改变的背景下,中韩携手推进"一带一路"和"新北方政策"深度对接,利用好中韩司局级协商机制,加强在东北三省和俄罗斯远东地区的经济合作对话,将有助于打造可持续的经济合作样板,为东北亚经济圈的形成贡献合理方案。

Bilateral security relations among most countries in Northeast Asia have been mitigated since 2018, which is bound to inject new impetus and opportunities to regional cooperation in Northeast Asia. As an important force to promote regional cooperation and common prosperity in Northeast Asia, China and South Korea have further docked their development strategies and strengthened specific cooperation, which are of great significance to enhance mutual trust and promote regional cooperation in Northeast Asia. This paper analyzes main foreign economic policies of South Korea, the feasibility of China-South Korea cooperation, and their selection path of regional cooperation. Meanwhile, it proposes five suggestions on promoting the integration of China-South Korea regional cooperation policies, optimizing and upgrading mutually beneficial cooperation. With the changing of economic cooperation environment in Northeast Asia, China and South Korea should work together to promote deep integration of “The Belt and Road” and New North Policy, make good use of bureau-level consultation mechanism of two countries, strengthen economic cooperation among the three provinces in Northeast China and Far East of Russia, so as to create a sustainable economic cooperation model and contribute to a reasonable plan for the formation of Northeast Asian economic circle.
