New Spatial Layout of Reform and Opening: An Observation on Policy Outline

本文以改革开放40周年中国经济社会发展成就为背景,全方位揭示改革开放的顶层设计、战略布局、板块匹配、改革载体、开放平台和预期规划等;详细阐释了"3+2"战略导航定向,以及西部大开发、东北振兴、中部崛起和东部率先等国家战略;自国家级城市群和自由贸易试验区的设立和运行机理中,析出预期规划留给公众的期待。同时建言学界以比较研究视野把握中国未来的发展。

Based on the achievements of China s economic and social development in the 40th Anniversary of Reform and Opening-Up, this paper analyzes top-line design, strategic layout, dimension matching, reform formats, opening platform and anticipated planning of reform and opening-up in an all-round way, and interprets the '3+2' strategic orientation, as well as the national strategies of Western Development, Northeastern Revitalization, Central Rise and Eastern Region in Taking the Lead in development in detail. The establishment and operation mechanism of the pilot free trade zone has resulted in the expectations left by the anticipated planning to the public. At the same time, the academic should grasp the direction of China development from the perspective of comparison.
