体育领域暴力恐怖活动犯罪控制路径探析

体育领域的暴力恐怖活动犯罪往往具有生成背景复杂、主体复合、形式多样、危害严重、影响深远等特征。防范和控制体育领域的恐怖活动需要发动社会各种力量并运用多元手段加以应对,而构建多层次的法律控制体系是最根本的路径。法律之外的控制路径主要指提倡绿色体育、营造纯净的体育人文环境,提升体育活动的安保规格,构筑多元化、多层次的防控力量体系,切断恐怖活动的经济来源等。应对体育领域暴力恐怖活动犯罪的法律控制路径则包括构筑严密协同的反恐法律体系和构建切实有效的司法介入路径等两个层面。

The violent terrorist crime in sports field has the characteristics of complex background, compound subjects, diversified forms, serious harm and significant impact. Therefore, we need to rely on a variety of social forces and the use of a variety of means to prevent and control it. The establishment of a multi-level legal control system is the ultimate means to deal with it. The general control path of the crime of violent terrorist activities in sports include the following aspects, that is promoting green sports, creating a pure physical culture environment, improving safety guard, integrating various social forces, cutting down its financial backing and so on. The path of legal control of the violent terrorist crime in sport field includes two aspects, namely, that constructing a strict and cooperative anti-terrorism law network and establishing a practical and effective way of judicial intervention.
