宁夏节水型县区考核评价标准研究

Study on Evaluation Standard of Water Saving County and District of Ningxia

2011年5月宁夏节水型社会建设领导小组制定并发布实施了《宁夏节水型社会载体考核标准(试行)》,规范了节水型载体建设、节水型社会载体考核,为节水奖惩的实施提供了技术支撑,为促进全社会合理用水,推动节水技术进步,提高节约用水管理水平做出了积极贡献。但随着节水型社会的推进、节水技术的发展、节水器具的广泛应用,该标准已不能适应新时期对节水型载体的要求,起不到促进节水的强烈作用。在充分吸纳国内研究的最新成果,结合宁夏实际,研究制订宁夏节水型县区评价标准,构建评价指标体系。在评价指标设置过程中,尽可能使指标能够全面反映节水型县区的各个侧面,保证指标的完整性、针对性和可操作性。节水型县区评价指标分为基本要求、管理指标、综合节水指标、农业节水指标、工业节水指标、生活节水指标、水生态环境保护指标共7类31项,采用百分制,并将考核评定的基本条件实行一票否决制。同时对评价指标体系构建原则、评价项目与评价标准设置、打分标准与计算方法也做出了明确规定。

In May 2011, the leading group of Ningxia water-saving society construction formulated and promulgated the Evaluation Standard for water-saving social carriers in Ningxia(Trial), which standardized the assessment of water-saving carriers and water-saving social carriers, and provided technical support for the implementation of water-saving rewards and punishments. It has made positive contributions for promoting rational water use of the whole society and water-saving technology progress and improving water conservation management. However, with the advancement of water-saving society, the development of water-saving technology and the wide application of water-saving appliances, this standard can no longer meet the requirements of water-saving carriers in the new era and cannot play a strong role in promoting water-saving. By absorbing the latest domestic research results and combining with the reality of Ningxia, the evaluation criteria and evaluation index system of water-saving counties in Ningxia were studied and established. In the process of setting the evaluation index, it is necessary to make the index reflect all aspects of water-saving county and ensure the integrity, pertinence and operability of the index. Water-saving county and district evaluation indexes are divided into 7 categories and 31 items, including basic requirements, management indicators, comprehensive water-saving indicators, agricultural water-saving indicators, industrial water-saving indicators, domestic water-saving indicators and water ecological environmental protection indicators. The 100-point system is adopted, and the basic conditions of assessment are subject to one-vote veto system. At the same time, the construction principles of the evaluation index system, the setting of evaluation items and evaluation standards, the scoring standards and calculation methods are also clearly specified.
