摘要
"数字丝绸之路"通过推动"一带一路"沿线国家网络和信息化建设,深化互联互通并提升沿线的数字经济发展水平,已成为"一带一路"建设的重要组成部分。这一发展进程将为沿线国家的经济、科技发展注入新的动力,并提升其网络安全保障能力,共同促进更具包容性和可持续性的全球化3.0。在此进程中,沿线巨大的市场需求、中国与沿线国家的合作基础以及中国网信产业优势等因素将有助于"数字丝绸之路"的建设,而部分国家基础条件薄弱、沿线国家国情各异、利益诉求多元化、地缘政治引发的风险等因素也对"数字丝绸之路"的建设形成挑战。对此,中国可通过分区"精准"对接有效需求、统筹推进网络基础设施互联互通、推广技术标准、强化多方合作、协同构建网络安全共同体等措施,以行业为主导、企业先行稳步且审慎地推进"数字丝绸之路"建设,坚持其可持续发展。
As an important part of the Belt and Road Initiative(B&R),the Digital Silk Road(DSR) project seeks to increase connectivity and speed up the digital economy for B&R-participating countries by promoting informatization. The DSR will promote a more inclusive and sustainable globalization 3.0 by fueling economic and technological development and enhancing cyber security for those countries. The DSR can benefit from factors such as huge market demands in the B&R-participating countries, the existing cooperation between China and these countries,and the advantages of China’s internet and information industries.However, it faces challenges such as inadequate infrastructure and diverse conditions and demands in these countries,along with geopolitical risks. As a result,China needs to ensure the DSR’s sustainable development by adopting a differentiated approach that distinguishes different demands in different regions, coordinating the connectivity of information infrastructure, promoting technical standardization, enhancing multilateral cooperation, and constructing a cybersecurity community. In doing so,this cautious approach must be industry-led and give prominent role to enterprises.
