摘要
作为能源依赖型国家,日本经历福岛核电事故后再次面临能源困境,与此同时气候减排压力也不断增加。在慎重考虑核发电、重回火力发电、鼓励可再生能源发电(包括FIT制度)等多措施并行的情况下,日本的减排困境依然未能有效突破。因此,日本迫切需要开发新能源技术来突破能源困境,落实气候减排承诺。"氢能源基本战略"作为日本新能源政策的最新落脚点,无论是产业技术还是政策特征都具有优势。该政策一方面可以帮助日本突破能源困境,缓解日本在福岛核电事故之后的减排压力,帮助日本完成《巴黎协定》的减排承诺。另一方面,这项政策可以帮助日本提高参与全球气候治理的能力,提升日本在国际环保领域的外交影响力。此外,参与全球气候治理结合产业发展这种气候外交与经济外交相结合的模式,也为日本的绿色经济发展带来新机遇。
As an energy-dependent country,Japan has once again faced an energy dilemma after the Fukushima nuclear accident, and at the same time, the pressure on climate reduction has also increased. In the case of careful considera--tion of nuclear power generation, re-entry of thermal power generation, and encouragement of renewable energy generation(including the FIT system) and other measures in parallel, Japan’s emission reduction dilemma still failed to effectively break through. Therefore, Japan urgently needs to develop new energy technologies to break through the energy dilemma and implement climate reduction commitments. As the latest foothold of Japan’s new energy policy, the "Basic Strategy for Hydrogen Energy" has advantages in both industrial technology and policy characteristics. On the one hand, this policy can help Japan break through the energy dilemma, ease Japan’s emission reduction pressure after the Fukushima nuclear accident, and help Japan complete the Paris Agreement’s emission reduction commitments. On the other hand,this policy can help Japan increase its participation in the global climate and enhance Japan’s diplomatic influence in the field of international environmental protection. In addition, the combination of climate diplomacy and economic diplomacy in global climate governance combined with industrial development has also brought new opportunities for Japan’s green economy development.
