广东城市生活垃圾减量化法律规制体系的构建

On the Construction of the Legal Regulation System of Urban Household Garbage Reduction in Guangdong

垃圾减量化是解决"垃圾围城"问题的关键。广东省城市生活垃圾减量化法律规制体系存在着减量化尚无系统体系、相关法规操作性弱、缺少公民参与激励机制、垃圾减量化协同管理机制有待完善等不足。为此,可以借鉴国内外先进经验,从明确垃圾减量化主体责任、加强垃圾分类回收地方立法、强化垃圾减量化的协同管理机制等方面,完善广东省城市生活垃圾法律规制体系,为全国的城市生活垃圾减量化进程提供范例。

Waste reduction is the key to solve the problem of“waste siege”.There are some shortcomings in the legal regulation system of urban household waste reduction in Guangdong province,such as weak operability of relevant laws and regulations,lack of incentive mechanism of citizen participation,and imperfect collaborative management mechanism of waste reduction.Drawing lessons from the advanced experience at home and abroad,we can clarify responsibility,strengthen local legislation concerning the garbage sorting and recycling,and strengthen the synergy mechanism of waste reduction management.The above-mentioned aspects can better the legal regulation system of municipal solid waste in Guangdong province,which set a good example for the national urban living garbage reduction process.
