新一轮农地确权对农地流转数量与质量的影响研究——基于中国农村家庭追踪调查(CRHPS)数据

Study of the Impact of the New-Round Farmland Rights Confirmation on Quantity and Quality of Farmland Transfer——Based on CRHPS Data

本文利用2015年中国农村家庭追踪调查(CRHPS)数据系统分析新一轮农地确权对农地流转数量和质量的影响。研究发现,新一轮农地确权促进农地流转数量的增加,使农户参与农地转出的概率平均提高6. 36%,同时使农户农地转出面积增加0. 538亩;在农地流转质量上,新一轮农地确权促使农户将农地有偿流转给非本村或新型农业生产经营主体,促进农地流转的市场化,但确权并未促进农地流转期限的长期化。因此,应继续推进新一轮农地确权,做好收尾工作,同时进一步完善农地流转相关配套措施,为有效发挥农地确权效果提供条件。

The development degree of farmland transfer market is reflected in quantity and quality.This paper uses the 2015 China Rural Household Tracking Survey( CRHPS) data system to analyze the impact of the new-round farmland rights confirmation on the quantity and quality of farmland transfer.The study found that the new-round farmland rights confirmation promoted the increase of the quantity of farmland transfer. The probability of allowing farmers to participate in the transfer of agricultural land increased by an average of 6.36%,and at the same time,the area of farmer’s agricultural land transfer increased by 0.538 mu. On the quality of farmland transfer,the new-round farmland rights confirmation prompted farmers to transfer farmland to non-local villages or new agricultural management bodies,but it did not promote the longer period of farmland transfer.Therefore,we should continue to promote a new round of farmland confirmation,do a good job of finishing the project,and further improve the supporting measures that are related to the transfer of agricultural land,and provide conditions for effectively exerting the effect of farmland rights confirmation.
