Innovative Research on the Beijing Green Building Financial Insurance Mechanism

为贯彻落实"五大发展理念"和绿色建筑高质量发展目标,北京市绿色建筑积极探索采用金融加保险方式,通过绿色建筑项目方在开发建设初期购买绿色建筑保险,明确项目建成绿色建筑星级目标,采用第三方机构对项目在设计、施工、运行阶段进行全过程监督,实现绿色建筑量质双升。同时,鼓励银行采信绿色建筑保单,对投保绿色保险的项目予以绿色信贷等绿色金融支持,鼓励社会资本积极投向绿色产业发展,全面推动我国建筑行业的绿色、高质量转型升级。

In order to implement the"Five Development Concepts" and the high-quality development goals of Green Buildings, Beijing Green Building actively explores the use of financial plus insurance methods, and purchases Green Building insurance through the Green Building project at the early stage of development and construction, and clarifies that the project will be built into Green Buildings. The star-level goal is to use a third-party organization to supervise the whole process of the project during the design, construction and operation phases, so as to achieve a double rise in Green Building quality. At the same time, banks are encouraged to adopt Green Building insurance policies, green financial support such as green credit for projects that ensure green insurance, encourage social capital to actively invest in the development of green industries, and comprehensively promote the green and high-quality transformation and upgrading of China’s construction industry.
