民国云南边疆民族地区开发中的卫生方略探析

An Analysis of the Developing Health Strategy in the Yunnan Frontier Ethnic Areas during the Period of the Republic of China

民国时期深入云南边疆开展调查研究的专家学者,在考察报告中提出开发云南边疆民族地区的卫生方略,建构了卫生治理模式,以期实现"开发边疆和巩固国防"双重目的。限于当时的种种原因,理清的思路未能得到认真落实,实际上是在"谈卫生"而非"提供卫生"。健康问题在今天依然是制约民族地区脱贫与发展的重要因素,云南边疆民国时期民族地区卫生治理方案,对提升当下民族地区医疗卫生事业有借鉴作用,有益于"健康中国"战略规划的如期实现。

Experts and scholars had carried out investigations and studies in the border areas of Yunnan Province during the period of the Republic of China. A health strategy was proposed to develop the frontier ethnic areas of Yunnan Province and construct a health governance model, so as to realize the dual purpose of" developing the frontiers and consolidating national defense".Because of various reasons at that time, the clarified ideas had not been seriously implemented. In fact, it was"talking about health"rather than"providing health."Health issues are still an important factor restricting poverty alleviation and development in ethnic areas. These health management plans can be used for reference to improve the medical and health undertakings in ethnic areas and help to realize the strategic plan of"healthy China"on schedule.
