The Evolutionary Logic of 40-years Chinese Ethnic Higher Education Policy Since the Reform and Opening up

摘要 改革开放以来,我国民族高等教育政策内容不断丰富,政策体系不断完善。在40年的发展过程中,民族高等教育政策形成的动力机制以发展方式调整为导向,政策目标的价值取向以政策价值为导向,政策实施的过程保障以人与财的多样化发展为动力,政策话语的文化规则以社会学、伦理学话语为主导,形成了各自独特的演进逻辑。 Since the reform and opening up, ethnic higher education policy in China has been enriched and its policy system has been improved. In the process of 40-years development, the dynamic mechanism of ethnic higher education policy took the developmental form’s adjustment as the guidance, the value orientation of policy goals took policy value as the guidance, the process of policy implementation safeguard took diversification of human resources and finance as dynamics, the cultural rules of policy discourse took sociological and ethics discourse as the leading factor, to form the unique evolution logic of their own.
