Application of AHP and Delphi Method in the Evaluation of Military Engineering Projects

确定工程建设项目施工承包单位的重要实现形式是招投标,而评标又是招投标工作的重中之重,选择合适的评标方法,对于保证工程质量及工期具有重大的意义。目前常用的几种评标方法,由于受到各方面因素的影响,具有一些难以克服的弊端。文章对在军队工程项目评标中引入AHP和德尔菲法进行了初步探讨,以期对评标工作有所帮助,避免评标过程中的主观随意性,为作出科学合理的决策提供依据。

Determining the important realization form of the construction contractor of the construction project is bidding,and the bid evaluation is the top priority of the bidding work.Choosing the appropriate bid evaluation method is of great significance for ensuring the quality and duration of the project.At present,several commonly used evaluation methods have some drawbacks that are difficult to overcome due to various factors.The article introduces AHP and Delphi method in the evaluation of military engineering projects,which is helpful to evaluate the bidding work,avoid subjective randomness in the bid evaluation process,and provide a basis for making scientific and reasonable decision-making.
