粮食主产区耕地保护补偿意愿及其影响因素研究

Research on the Influencing Factors and Willingness to Participate in Economic Compensation for Cultivated Land Protection in Main Grain-producing Areas

[目的]为了更好地完善耕地保护补偿的有效性与公平性。[方法]以粮食主产区为例,运用305份地方国土管理人员调查数据,采用定性与定量相结合的方法,系统分析了国土管理人员对耕地保护补偿意愿及其影响因素。[结果]地方国土管理人员的耕地保护补偿意愿偏低;经济发展状况、农业建设条件、耕地保护任务和耕地保护认知对耕地保护补偿意愿的重要性均具有显著的正向影响效应;耕地生产效益对耕地保护补偿意愿的重要性具有反向影响效应;经济发展状况和农业建设条件因子对耕地保护补偿意愿占据主导作用。[结论]为保证粮食主产区耕地保护经济补偿的有效性,建议关注地方国土管理人员,提高其耕地保护补偿认知,结合耕地保护任务,制定差异化的耕地保护补偿政策,重视各地区经济发展状况和农业建设条件,降低耕地保护难度。

[Objective] To better improve the effectiveness and fairness of the compensation funds for cultivated land protection.[Method] The study takes the main grain-producing area as an example,uses 305 local land managers’ survey data,combining qualitative and quantitative methods to systematically analyze the willingness of land managers to participate in compensation for cultivated land protection and itsinfluencing factors.[Result] The study concludes:The low willingness of local land managers to protect and compensate for cultivated land;The economic development status,agricultural construction conditions,farmland protection tasks,and cognizance of cultivated land protection have a significant impact on the willingness to participate in farmland protection and compensation participation;The benefit of cultivated land production has a reverse effect on the importance of cultivated land protection and compensation willingness;Economic development and agricultural construction conditions play a leading role in cultivated land protection and compensation.[Conclusion] In order to ensure the effectiveness of economic compensation for cultivated land protection in the main grain-producing areas,it is recommended to pay attention to the communication between land and state management personnel and farmers,establish a reasonable compensation mechanism,and pay attention to the economic development conditions and agricultural construction conditions in various regions,so as to reduce the difficulty of farmland protection.
