赤水河典型河段河长制管理制度实施情况分析与思考

Analysis and reflection on implementation of the river chief system in typical river sections of Chishui River

通过对国家相关文件的解读及赤水河泸州段、赤水段河长制实施情况的调研,本文分析了目前赤水河典型河段河长制基本管理制度的建设实施现状,总结了赤水河在跨省界协调合作、联合执法、断面监测考核以及管护经费投入等方面存在的问题。针对这些不足,提出了健全赤水河跨省界统筹协作机制、加大共管水域联合执法检查力度、完善跨省界断面监测考核指标、建立赤水河管护经费长效投入机制、探索河长制与扶贫有机融合等建议,以期为赤水河河长制进一步落实见效提供参考。

The construction implementation status of the river chief system in Chishui River typical river section at present are analyzed in the paper through understanding national related documents and investigating the river chief system implementation condition of Chishui River Luzhou Section and Chishui Secsion . Problems of Chishui River in the aspects of cooperation across provincial boundary coordination, joint law enforcement, monitoring section examination, management funds investment, etc. are summarized. The following suggestion are proposed aiming at the defects: perfection of Chishui River coordination mechanism across provincial boundary, strengthening of condominium waters joint law enforcement inspection, perfection of monitoring cross section assessment index across provincial boundary, establishment of long-term investment fund mechanism for Chishui River management, exploration of organic fusion of the river chief system and poverty alleviation, etc., thereby providing reference for further implementing river chief system in Chishui River.
