This paper introduces the basic situation of population aging in Heilongjiang province, such as the elderly population is slightly higher than the overall level of the country and the population aging has entered a period of rapid development. It analyses the needs of the elderly in terms of action, public facilities, fitness, diet, housing, psychology, cultural activities, clothing and decoration. It expounds the countermeasures of Heilongjiang province’s pension service, such as enterprises should seize the business opportunities, actively investigate the market situation of the existing pension service industry, and enrich the market product structure. The government should increase financial subsidies and improve the policy system of pension services. It can improve the level of pension service in Heilongjiang province and promote the harmonious and stable development of society.
