Evaluation Innovative Applications of Government Ruled by Law in the Age of Big Data

随着现代信息与数据技术的发展,政府大数据的共享与应用为法治政府建设评估提供了技术上的支撑,可以实现评估数据信息的输入收集、筛选运算、模块分类等功能。法治政府评估是对政府数据的价值性衡量与评价,但由于当前政府自我评估与第三方机构评估之间存在政府数据信息与法治政府建设理论的人为割裂,阻碍了我国法治政府评估的发展。建议将法治政府评估作为人大监督政府的重要方式与手段,明确评估数据的法律属性,建立具有公共属性的法治政府评估信息系统,将评估功能从单一性评价拓展到复合性监督,从而促进法治政府的良性建设。

With the development of modern information and data technology,the sharing and application of government big data provides technical support for the evaluation of constructing government ruled by law,and can realize the functions of input collection,screening calculation and module classification of evaluation data information.The government evaluation is the measurement and evaluation of the value of government data.However,due to the artificial separation between the government data and the government construction theory,the current government self-assessment and the third-party evaluation of the government hinder the development of the evaluation in China.Therefore,it is recommended that the government evaluation of the rule of law be an important means and means for the people’s congress to supervise the government,clearly assess the legal attributes of the data,establish a government information evaluation system with public attributes,expand the evaluation function from unitary evaluation to compound supervision and promote the government construction ruled by law.
