《动物检疫管理办法》有关产地检疫问题分析

Analysis on the Issues of Quarantine in Origin Area Stipulated in Measures for the Administration of Animal Quarantine

《动物检疫管理办法》的实施对加强动物检疫活动管理,预防、控制和扑灭动物疫病发挥着重要作用。本文梳理了《动物检疫管理办法》在产地检疫实施主体、申报主体、检疫范围、对象及规程方面存在的问题,建议明确申报主体,出台官方兽医管理办法,加强"指定兽医专业人员"管理;明确检疫范围及对象、完善检疫规程,提升检疫技术水平;优化产地检疫模式,取消县境内产地检疫。

The implementation of Measures for the Administration of Animal Quarantine plays an important role in strengthening the management of animal inspection and quarantine activities,and in preventing,controlling and eradicating animal diseases. In this paper,the problems involving the implementer,applicant,quarantine scope,objects and procedures during inspection and quarantine at the place of origin stipulated in Measures for the Administration of Animal Quarantine were sorted out. It was suggested that the management of"designated veterinary professionals"should be strengthened by clarifying the applicants and publishing official veterinary management measures;the quarantine technology should be improved by identifying quarantine scope and object and perfecting the quarantine procedures;and the origin quarantine at county level should be canceled to optimize the quarantine mode.
