浅议总体规划对国外“一址多厂”电站项目的重要性——以巴基斯坦塔尔电站项目为例

On the Importance of General Planning to“One Site Several Power Plants” in Foreign Countries——Illustrated by the Case of Thar Plant in Pakistan

本文通过介绍中国电力企业在中巴经济走廊上收获的首个煤电一体化项目——塔尔电站项目背景,分析其"一址多厂"等特点,总结该项目在执行过程中因缺乏总体规划而导致的问题,并探讨该项目总体规划的合理化建议;进而提出在"一带一路"的类似项目中,中国电力企业应提高规划整合能力,从外方业主及自身的利益需求出发,为业主提供区域开发的总体规划,整合同一厂址不同业主电厂的资源条件,充分发挥规划的龙头作用,以达到节约资源、互利共赢的目的。

Through Thar Power plant, the first coal-electricity integration power plant that a Chinese power enterprise has obtained in China-Pakistan economic corridor, we'd like to analyze the characteristics of its “one site several power plants”,to summarize the problems caused by the lack of general planning during the execution of this project, and we try to give some reasonable advice about the general planning of the project so that in the similar power projects in the construction of One Belt One Road, Chinese power enterprises should strengthen its ability in general planning, execute from the need of the owners and its own benefits, provide the owner with a general planning of the development of a site, integrate the resources of one site for different owners, and give fully play to planning in order to save resources and get a mutual benefit and win-win result.
