外资研发与区域自主创新的冲突和结盟问题研究——基于政府补贴调节的视角

Conflict and Coalition Between Foreign Capital R&D in China and Regional Self-innovation——Based on the Perspective of Government Subsidy's Coordination

外资研发嵌入激发区域自主创新活力的同时也会引发冲突问题。本文将政府补贴作为外资研发与自主创新主体冲突及结盟问题的调节机制,应用GMCRⅡ即冲突分析图模型理论,构建冲突图模型并求解冲突均衡解,探索外资研发中心与自主创新主体冲突稳定性结局及结盟特征。结论指出,在政府补贴调节作用下,外资研发采取依托母公司先进技术并吸收本地前沿技术的双重策略实施网络嵌入,而自主创新主体则倾向构建内部结盟以应对外资研发策略调整。基于政府补贴视角的冲突均衡分析为政府部门关于外资在华研发的科技决策提供了理论借鉴。

The embeddedness of foreign capital R&D not only inspires the activity of self-innovation system but also provokes conflicts.Government subsidy,as a main coordinating mechanism,was introduced to deal with the conflicts between foreign capital R&D and self-innovation system.Utilizing GMCRII,also called Graph Model for Conflict Resolution,it constructed a graph model to describe the conflicts among innovation agents and acquired an equilibrium solution.And it analyzed stability solution of conflicts between foreign capital R&D institute and selfinnovation agents as well as the characteristics of the coalition.The findings show that with government’s subsidy,the foreign capital R&D networks can accelerate its embeddedness by utilizing high technologies from both its parent group and local innovative groups,while self-innovation agents prefer to construct internal coalition to deal with changes of foreign capital R&D strategies.The equilibrium analysis of conflicts,from the perspective of government subsidy’s coordination,provides theoretical references for the scientific and technological management decisionmaking about the foreign capital R&D.
