张家川回族自治县水利服务机构建设取得的成效与思考

Achievements and thoughts on water conservancy service institution construction in Zhangjiachuan Hui Autonomous County

为了使各类水利工程充分发挥其效益,张家川回族自治县组建了水利工程建设管理站等11个服务机构。本文具体介绍了水利服务机构建设的主要做法、建设中存在的问题以及采取的解决措施。通过充实工作人员、健全各项工作机制、合理划分工程类型、落实管护主体和公益性"两费"、兑现奖罚,全县水利工作呈现出体制机制高效运行、管理制度落地生根、主体责任全面落实、服务能力明显提高的良好态势。

Zhangjiachuan Hui Autonomous County sets up water conservancy project construction management station and other 11 service agencies in order to give full play to all water conservancy projects. Main construction methods of water conservancy service institution construction, existing problems and measures to solve them during construction are concretely introduced in the paper. Water conservancy work presents a good situation of efficient operation in the system and mechanism,the implementation of the management system,comprehensive implementation of main responsibility,and the improvement of service ability for the whole county through enriching the staff,improving various working mechanisms,reasonably dividing the types of projects,implementing the main body of management and protection and the public welfare"two fees",cash rewards and penalties.
