摘要
运用DEA分析法对我国30个省份孵化器2015-2017年的综合效率、纯技术效率、规模效率进行测算,并在2017年纯技术效率与规模效率测算值的基础上,使用K-均值聚类法将30个省份分为四大类:孵化器运行高效类、孵化器规模低效类、孵化器运行低效类、孵化器配置低效类。最后根据聚类结果、基于松弛变量计算得出的投入与产出调整值,给出相应的聚类改进方案、投入改进方案、产出改进方案,并提出相应的政策建议。
Using the DEA analysis to calculate the over all efficiency, technological efficiency and scale efficiency of the incubators of the 30 provinces of China during 2015 -2017. Based on the pure technical efficiency and scale efficiency estimation value in 2017, the k-mean clustering method was used to divide the 30 provinces into four categories: high efficiency class of incubator operation, low efficiency class of incubator scale, low efficiency class of incubator operation, and low efficiency class of incubator configuration. Finally, according to the clustering results and the input and output adjustment values calculated based on the relaxation variables, the corresponding improvement scheme, input improvement scheme and output improvement scheme are given, and the corresponding policy recommendations are put forward.
