香港落马洲河套地区发展再思考

Rethinking the Development of Loop Area in Shenzhen and Hong Kong

2019年年初,香港官方宣布计划投资200亿港元用于落马洲河套地区港深创新及科技园建设。深圳提出,要高标准建设深港科技创新特别合作区。至此,构想30余年的河套地区开发正式拉开大幕,但是从其发展轨迹来看,仍存在不确定性,本文基于历史、现状等因素,分析了河套地区开发缓慢的原因,并提出了相关建议。

At the beginning of this year, Hong Kong officially announced plans to invest HK$20 billion on the construction of the Hong Kong-Shenzhen Innovation and Technology Park in the Lok Ma Chau Loop. Shenzhen proposed to build a special cooperation zone for Shenzhen-Hong Kong science and technology innovation with high standards. So far, the development of loop area has been officially opened after more than 30 years consideration. But from the perspective of its development, it is still uncertain. Based on the historical and current factors, this paper analyzes the reasons for the slow development of loop area and puts forward related recommendations.
