Feasibility Analysis of Administrative Guidance System in Internet Financial Supervision

互联网金融监管中的行政指导制度不同于传统的"许可准入式"及"信息披露式"监管模式,其非强制而又灵活多变的特点能够激发从业机构的自主性降低监管成本,能促进监管与被监管双方达成公共利益和金融机构本身利益的统一从而达到更好的监管效果。实践中可以将传递监管意图、建立正负评价制度等方式运用于互联网金融监管中。

The administrative guidance system in Internet financial supervision is different from the traditional "licensing access" and "information disclosure" supervision mode. Its nonmandatory and flexible characteristics can stimulate the autonomy of the practitioners and reduce the supervision cost. It can promote the unification of public interests and the interests of the financial institutions themselves between the supervised and the supervised, so as to achieve better supervision effect. In practice, it can be used in Internet financial supervision by transferring supervision intentions and making up for the shortcomings of traditional modes.
