页岩油气革命促进美国实现了能源独立,也导致美国的国际贸易政策发生了根本性转变,特朗普政府正在致力于打破原有的世界贸易组织架构,构建符合"美国优先"利益的国际贸易规则体系。在此背景下,中美贸易摩擦虽然始于两国的贸易失衡,但根本矛盾在于中国市场经济制度体系,这决定了中美贸易摩擦的长期性和艰难性,使中国的国际贸易环境恶化。中国的油气行业必须深刻认识到中美贸易摩擦产生的深远影响,增强危机感和紧迫感,按照提升改革开放水平的既定方针,坚定实施对外开放、对内搞活,推进深化国有油气企业改革,建立健全油气市场体系、公平竞争的市场环境和市场化的企业决策运行机制,增强油气供应能力,保障国家能源安全。

The shale oil and gas revolution has helped the United States achieve energy independence and resulted in a fundamental shift the international trade policy of the United States. Trump administration is working to break current organization framework of international trades and would like to a new system of international trade rules that meet to the priority interests of the United States. In this context, although China-US trade friction begins with the imbalance of international trade between the two countries, the fundamental contradiction lies in the system of China undefined market economy system, which determines the long-term and difficult nature of China-US trade friction and makes the international China’s trade environment even worse. The oil and gas industry of China must be deeply aware of the profound impact of China-US trade friction, enhance a sense of crisis and urgency, and firmly implement the opening-up policy in accordance with the established policy of raising the level of reform and opening-up, invigorating domestic economy, and facilitating the deepening of the reform of state-owned oil and gas enterprises, establish and improve the oil and gas market system, fair competition market environment, and market-oriented decision-making and operation mechanism, enhance the ability of oil and gas supply, and ensure the national energy security.
