“两册”管理:油田基层管理模式创新

摘要 大庆油田基层存在规章制度体系和各专业管理体系共存现象,在落实岗位责任制方面存在诸多弊端,主要表现在:岗位责任多,难落实;规章制度彼此交叉和矛盾;考核粗放;岗位资料多,负荷重。公司探索新的基层管理模式,把各级各类管理制度、标准、体系对基层和岗位工人的要求进行集成,并落实到岗位,编制和应用"两册"加强管理,即《基层队(站)管理手册》和《基层队(站)岗位标准化操作手册》。同时配套建立量化考核分配机制和"两册"管理信息平台,实现公司的各类管理规范性要求落实到基层岗位,激发基层管理活力,促进基层管理水平不断提升。 The coexistence of the rule & regulation system and the professional management system in Daqing oilfield’s primary level management is plagued by such problems as unimplemented job responsibilities, conflictive rules & regulations, cursory assessments, and excess documents management. The company explores a new primary level management model, integrates and implements all management systems and requirements, compiles "Two Manuals", namely "Primary Level’s Management Manual" and "Primary Level’s Standardization Operation Manual". At the same time, it supports the establishment of a quantitative assessment and distribution mechanism and "Two Manuals" management information platform,achieves the company’s various regulatory requirements, and stimulate & promote the vitality of primary level’s management.
