我国危化品与化工企业安全环保现状研究

Current Situation and Problem on SEP in China's Hazardous Chemicals Sector

为提升我国危化品与化工企业安全环保水平,对近年来的危化品与化工企业安全环保事故进行分析,明确了工作现状与存在问题,并提出建议措施。结果表明,当前安全环保水平虽有所提高,但形势依然严峻,危化品的储运环节问题较多,民营企业的安全环保管理水平不高,环境污染事件时有发生,主要问题集中在安全环保理念、风险评估、设计建设标准、设备设施可靠性管理及员工素质等方面。要提升涉及危化品的化工企业安全环保水平,需要引入先进的理念,从源头把控风险,推行全生命周期风险管理,改善检查模式,研发或引入成熟可靠的清洁生产技术,并提高政府和企业的信息化与智能化水平。

To improve the management level of safety and environmental protection (SEP) for hazardous chemicals and chemical enterprises in China, relevant accidents are analyzed to identify the present situation and existing problems and put forward the suggestions and measures. The research results show that, the safety and environmental protection, although improved, still faces a grim situation where some problems exist in logistics of hazardous chemicals, SEP management level is not high in some private enterprises, and environmental pollution incidents occur from time to time. The causes were mainly focused on the concept of safety and environment, risk assessment, standards of design and construction, equipment reliability management and the quality of employees, etc. It is necessary for the enterprises to introduce advanced concepts, control risks from the source, implement full-life cycle risk management, improve inspection mode, develop or introduce reliable technologies, and push for cleaner production, informationization and intelligentization.
