推进粤港澳大湾区产学研一体化的战略思考

产学研一体化是推动粤港澳大湾区经济高质量发展的需要,是提升粤港澳大湾区高等教育质量发展的需要,是打造国际创新科技中心的需要。粤港澳在产学研方面都有自己的优势,但构建产学研一体化的综合生态系统仍需要克服深度融合不足、创新效率有待提高、湾区高端创新人才缺口大及需要消除因制度差异而产生的体制障碍等制约因素。因此,在推动粤港澳大湾区产学研一体化时要坚持广州、深圳、香港三极引领的协同创新模式,要聚焦引才用才育才机制,要打破粤港澳三地体制性障碍,激发产学研一体化主体活力。汕头大学在广东"重点打造粤东粤西沿海产业,与珠三角沿海地区串珠成链,形成沿海经济带的区域发展"新战略中,坚持国际化、精细化的办学特色,主动对接全球科技创新资源,加快产学研一体化进程,积极融入粤港澳大湾区和广深经济走廊建设,服务沿海经济带,为粤东地区乃至广东创新驱动发展提供科技支撑和人才支撑。

To promote the high-quality economic development of the Greater Bay Area, to improve the quality of higher education of the area, and to build an international center for innovative science and technology demand the integration of industry, education and research. Guangdong, Hong Kong and Macao have their own advantages respectively in industry, education and research. However, the construction of an integrated ecosystem requires us to overcome constraints including the insufficient deep integration, low innovation efficiency, the lack of high-end innovative talents in the Greater Bay Area and the institutional barriers caused by institutional differences. Therefore, for the integration of industry, education and research in the Greater Bay Area, we should adhere to the collaborative innovation model led by the three poles of Guangzhou, Shenzhen and Hong Kong, focus on the mechanism of talents introduction, use and cultivation, break through the institutional barriers of the three regions, and stimulate the vitality of the main bodies of the integration.In Guangdong Province, Shantou University is devoted to building coastal industries in eastern and western Guangdong, forming a chain with the coastal areas of the Pearl River Delta, and forming a new regional development strategy for the coastal economic zone. It adheres to internationalization and refinement in school-running strategies, actively docks with global scientific and technological innovation resources, speeds up the integration of industry, education and research, and actively integrates itself into the Greater Bay Area and the Guangzhou-Shenzhen economic corridor construction so that it can serve the coastal economic belt and provide eastern, even the whole Guangdong with scientific, technological, and talent support for their innovation-driven development.
