摘要
"房住不炒"及相关住房政策的提出,既有利于解决新城市居民的住房需求,缓解社会矛盾;又有利于盘活闲置建设用地,促进土地制度的深化改革。新时代下,我国社会主要矛盾的转变必然伴随着各领域政策的变迁,以前者为轴心,重点分析我国自房地产市场化改革以来的住房政策改革历程,溯源当下住房政策出台的历史背景,或许能为城乡用地市场的一体化建设提供思路,同时为后续多层次、多结构住房供给机制的构建提供参考。
The proposal of"housing without speculation"and related housing policies is not only conducive to solving the housing needs of residents in new cities,but also conducive to revitalizing idle construction land and promoting the deepening reform of the land system.In the new era,the transformation of the principal contradictions of our society will inevitably be accompanied by the changes of policies in various fields.Taking the former as the axis,this paper focuses on the analysis of the reform pro.cess of housing policy since the market-oriented reform of real estate in our country.Tracing back to the historical background of the present housing policy,it may provide a train of thought for the integrated construction of the urban and rural land market,and at the same time provide a reference for the following multi-level and multi-structure housing supply mechanism construction.
