福建慈善公益力量参与扶贫攻坚的对策研究

Countermeasure Research on Fujian Charity and Public Welfare Forces Participating in Poverty Alleviation

为了主动适应社会主要矛盾的新变化,需要进一步做好福建慈善公益力量参与扶贫攻坚工作。通过开展慈善公益力量参与扶贫攻坚情况调研,概括总结了慈善公益捐赠款物稳定增长,慈善公益力量参与扶贫攻坚机制逐步完善,慈善公益力量参与扶贫攻坚成效凸显的特点;深入分析了其中存在的慈善公益组织扶贫能力有待提高、管理使用制度有待健全、协调合作机制尚未形成、效果评价存有欠缺和监督机制不够有效等问题;有针对性地提出提升慈善公益组织扶贫能力、完善慈善扶贫款物使用管理、健全慈善组织参与扶贫攻坚合作机制、增强公益慈善参与扶贫攻坚效果和强化公益慈善参与扶贫攻坚检查监督的政策建议。

In order to actively adapt to the new changes in the major social contradictions,we should further improve the charity and public welfare forces in Fujian to participate in poverty alleviation.Through the investigation of the participation of charity and public interest forces in poverty alleviation,this paper summarized the characteristics of the steady growth of donations,gradual improvement of the mechanism for charity and public interest forces to participate in poverty alleviation,and prominent effects of charity and public interest forces to participate in poverty alleviation.We have analyzed the following issues in depth,such as the poverty alleviation ability of charity and public welfare organizations needs to be improved,the system of management and use needs to be improved,coordination and cooperation mechanism has not yet been formed,lack of effect evaluation and the supervision mechanism is not effective enough.Targeted measures were put forward to improve the poverty alleviation ability of charity and public welfare organizations,improve the management of the use of funds and materials for charity poverty alleviation,improve the cooperation mechanism of charity organizations in poverty alleviation,enhance the effect of charity in poverty alleviation,and strengthen the inspection and supervision of charity participating in poverty alleviation.
