20世纪30年代,西方发达国家较早步入机动化交通时代,停车活动成为构成城市静态交通的主要部分。为解决停车活动在城市机动化发展不同阶段面临的问题,西方发达国家政府施行了多种停车政策和停车场规范,现在的停车管理和停车场建设已日趋成熟。我国刚刚步入机动化交通时代,对城市机动化交通的建设和管理经验不足,需要吸收国外成功经验,梳理国外停车政策和停车场规范并与国内对比发现不足,有利于完善我国的停车政策和停车场规范,推动我国机动化交通的发展。

In the 1930s,western developed countries entered the era of motorized transportation earlier,and parking activities became the main part of urban static traffic.In order to solve the problems faced by parking activities in different stages of urban motorization development,the governments of western developed countries have implemented a variety of parking policies and parking lot regulations,and the current parking management and parking lot construction has become increasingly mature.China has just entered the era of motorized transportation.It lacks experience in the construction and management of urban motorized transportation.It needs to absorb foreign successful experience,sort out foreign parking policies and parking lot specifications,and find insufficient comparison with domestic,which is conducive to improving China's parking policy and The parking lot specification promotes the development of motorized transportation in China.
