基于组合赋权法的煤改电项目综合效益评估方法研究

Research on Comprehensive Benefit Evaluation Method of "Coal to Electricity" Project Based on Combination Weighting Method

根据"煤改电"项目的实际特点,从社会效益、经济效益与配网运行状况3个维度建立了"煤改电"项目的综合效益评估指标体系。提出了一种熵权法和层次分析法相结合的组合赋权法,弥补了单一赋值法的不足,并给出"煤改电"项目综合效益的评估流程。选取陕西地区3个不同的"煤改电"项目作为算例,对其进行综合效益评分与对比,并针对项目中存在的问题给出了改进与治理方案,有利于"煤改电"项目的进一步实施与推广。

According to the actual characteristics of "coal to electricity" project, the comprehensive benefit evaluation index system of "coal to electricity" project was established from three dimensions of social benefit, economic benefit and distribution network operation. This paper proposed a combination weighting method combining the entropy weight method and the analytic hierarchy process, which made up for the shortcomings of the single valuation method, and gave the evaluation process of the comprehensive benefits of the "coal to electricity" project. It selected three different "coal to electricity" projects in Shaanxi Province as examples, scored and compared their comprehensive benefits and proposed improvement and treatment plans for the problems existing in the project, which was conducive to the further implementation and promotion of the "coal to electricity" project.
