政府宏观高等教育质量评估的认知转型与机制变革 被引量:1

摘要 质量评估是保障高校办学质量的重要手段,现有高等教育质量评估制度设计不合理,片面强调办学绩效的重要性,导致高校质量工作内生性动力不足,外部质量评估无法促进办学质量内涵建设。高等教育质量评估核心难题是如何调和政府外部质量评估与学校内部自主管理之间的冲突,必须确立新的评估价值、评估定位和评估目标,才能改变当前的评估困境。变革政府宏观高等教育质量评估需要将高校办学质量保障体系作为评估内容,形成基于高校质量工作报告的评估方式,建立能够指导和规范办学行为的评估准则,以此构建高等教育质量评估的长效机制。 Quality assessment is an important means to guarantee the quality of running an institute of higher education. The existing quality assessment system of higher education did not designed rationally and unilaterally emphasized the importance of school - running performance. As a result, the endogenous motivation of quality work in colleges and universities is not enough and external quality assessment cannot promote the connotation construction of school 一 running quality. The core problem of higher education quality assessment is how to reconcile the conflict between government extemal quality assessment and school internal self - management. In order to change the current evaluation dilemma, it is necessary to establish new evaluation value, evaluation orientation and evaluation objectives. To change the governmental macro 一 evaluation of higher education * s quality, it is necessary to take its assurance system as the evaluation content, form an evaluation method based on the quality work report of higher education, and establish evaluation criteria that can guide and standardize the behavior of running a school, so as to construct a long 一 term mechanism of higher education quality evaluation.
