试析国家机关事务的概念

国家机关事务所指称的职能内容中国自古有之,且存在着有关这些职能内容连续存在的历史序列。所谓国家机关事务是指为保障国家机关组织的正常运转和达成目标,在这些组织内部,通过生产、计划或市场方式将财政等资源要素加以有效转化,为前述组织中的其它机构及其工作人员提供办公环境等直接物质条件和通用服务的组织活动。国家机关事务具有政治必要性、内部服务性、资源转化性、空间物质性和综合发展性等方面的本质属性。国家机关事务管理学有待在其基础理论等方面得到发展。
