摘要
网上政务平台建设是"互联网+政务服务"行动的直观表现。作为联系中央政府与市县政府门户网站的枢纽型政务服务平台,省级政府门户网站的政务服务能力水平在某种程度上决定着全国范围"互联网+政务服务"顺利实施。本文以全国31个省级政府门户网站为研究对象,对其2017年发布的"自检性"工作年度报表中的8个有效指标进行比较分析,对省级政府门户网站政务服务能力建设现状进行诊断,认为省级政府门户网站政务服务能力建设虽取得了成绩,但在信息发布、专题专栏建设、解读回应性、办事服务能力提升等方面依然存在很大改进空间,未来应当在科学研判高度复杂性的行政生态基础上,坚持"以人民为中心"原则,加强学习与调查研究,深化改革、推进协同创新,着力打造好服务型政务网站平台。
The construction of online government service platform is the intuitionistic expression of Internet plus Government Service (IGS ). Provincial Government Portal ( PGP ) is a pivotal platform for central government and county government portals. The construction of PGP determines the construction of IGS in the whole country. Taking 31 PGPs as the research object, this paper makes a comparative analysis of eight effective indicators in the annual report of PGP released in 2017, and makes a diagnosis of the current situation of the government service capacity building of PGPs. It is concluded that the building of PGPs service capacity has got some achievements, but there is still much room for improvement. In the future, provincial government must focus on scientific judgment of administrative ecology, adhere to "people-centered”,strengthen learning and researching, deepen the reform and promote collaborative innovation.
