“领导高度重视”式治理的绩效可持续性研究——基于对中部某县H村的观察

Research on Performance Sustainability of Governance Highly Valued by Leaders——Based on the Observation of Village H in a Central Chinese County

"领导高度重视"是公共治理实践中的高频词汇,但学术界对于其机理与绩效的研究文献相对较少。研究表明,"领导高度重视"式治理不仅能够产生当期绩效,而且还会引起绩效叠加和转移,即产生可持续绩效,但也会因为自身固有缺陷而带来一定的社会福利损失。因此,需要综合全面地看待"领导高度重视"式治理,既要肯定它的有效性,又不能忽视它的局限性。

"Highly valued by leaders" is a high-frequency vocabulary in public governance practice,but the academic literature on its mechanism and performance is relatively limited. Studies have shown that governance highly valued by leaders can not only produce current performance,but also cause performance superposition and transfer,that is,to produce sustainable performance,and also bring certain social welfare losses due to inherent defects. Therefore,it is necessary to view the governance highly valued by leaders in a comprehensive way,not only to affirm its effectiveness,but also to confront its limitations.
